The University of Arizona (University) is committed to strengthening its protections of research and development against foreign government interference and exploitation while maintaining an open environment to foster research discoveries and innovation that benefit the nation and the world, consistent with the National Security Presidential Memorandum-33 (NSPM-33) and relevant laws and regulations. Inline with this commitment, the Research Security Policy (interim) requires Research Security review of certain activities and items.
Activity & Agreement Reviews
Research Security review is required prior to entering into the following agreements:
Research collaborations, proposals, and subawards that involve (i) a Foreign Individual from a Country of Concern who is not an Employee or DCC, (ii) a Foreign Entity of a Country of Concern, or (iii) a Foreign Component in a Country of Concern.
A contract, agreement, or memorandum of understanding that involves a (i) Foreign Individual from a Country of Concern who is not an Employee or DCC or (ii) a Foreign Entity of a Country of Concern.
An official University purchase from a Foreign Individual or Foreign Entity from a Country of Concern.
- Material Transfer Agreements (agreements to allow sharing of research materials between organizations) and Intellectual Property licensing agreements that involve (i) a Foreign Individual from a Country of Concern or (ii) a Foreign Entity of a Country of Concern.
Submit DCC Review Request
Before requesting a DCC affiliation from HR for a Foreign Individual from a Country of Concern, you must receive approval from the Research Security Program.
To submit a review request, please use the below link. This form must be resubmitted and approved each year before a DCC affiliation can be renewed.
Employment Offers
Research Security review is required for employment offers to Foreign Individuals from a Country of Concern.

Visa Sponsorship & Out of Country Reviews
Visa sponsorships for a person who is a Foreign Individual from a Country of Concern and Out of Country Requests must undergo research security review. International Faculty & Scholars (IFS) will not file petitions with USCIS without an approved review by our office.
To submit a review request, please use the below link. Confirmation of the completed research security review must be uploaded to MyGlobal as part of the visa request.
