Executive Summary
The National Institute for Occupational Safety and Health (NIOSH), Centers for Disease Control and Prevention (CDC), invites grant applications for Education and Research Centers (ERCs) that are focused on occupational safety and health (OSH) training. NIOSH is mandated to provide an adequate supply of qualified personnel to carry out the purposes of the Occupational Safety and Health Act, and the ERCs are one of the primary means for meeting this mandate.

ERCs are academic institutions that provide high-quality interdisciplinary graduate and post-graduate training, research training, continuing education, and outreach in the core OSH disciplines of industrial hygiene, occupational health nursing, occupational medicine, and occupational safety, as well as allied disciplines.

Research and research training are integral components of ERCs, with ERC faculty and NIOSH trainees conducting research on issues related to the NIOSH National Occupational Research Agenda (NORA) and emerging issues to advance the OSH field.

NIOSH ERCs have regional presence to ensure that the training and research they support is beneficial to workers across the nation.

ERCs serve as resources for our nation's workforce through continuing education, outreach and strong collaboration with professional associations, worker advocacy groups, businesses, industries, and public health agencies. ERCs work with other institutions and organizations, including Minority Serving Institutions and other NIOSH supported training programs to have a positive impact on worker health, safety, and well-being.

The U.S. Mission to the UAE invites proposals for initiatives in three program areas: (1) Celebrating the 250th anniversary of American independence in 2026, showcasing American excellence and the importance and breadth of the U.S.-UAE partnership through activities, events, collaborative projects, workshops, conferences, and/or performances across all seven emirates. (2) Expanding partnerships and cooperation in space exploration via space camps (in the United States and/or UAE), virtual hackathons, and joint research initiatives. (3) Leveraging the network of alumni from USG-funded entr preneurship programs such as Academy for Women Entrepreneurs (AWE) and Junior Achievement INJAZ UAE, to boost trade and investment opportunities with the United States. Possible activities include workshops, networking events, mentorship programs, pitch competitions, and/or an entrepreneurship summit. All proposals should include budgets covering travel, event costs, and engagement expenses, and outline a comprehensive monitoring and evaluation framework with regular reviews and data analysis

Executive Summary
Priority Region: 30 countries of strategic importance
The Kennedy-Lugar Youth Exchange and Study (YES) program strengthens national security by engaging emerging young leaders from the United States and from countries of strategic importance. YES is a merit-based, academic-year program consisting of two exchange cohorts: YES and YES Abroad. YES brings approximately 450 high school participants to the United States each year from approximately 30 countries of strategic importance. Participants live with volunteer Americans host families in all 50 states, study in U.S. high schools, engage in community service activities, and learn leadership skills for an academic year. YES Abroad sends approximately 60 American high school participants abroad each year to select YES countries for a similar program.

The FY 2025 Kennedy-Lugar YES Program: Overseas Components cooperative agreement, which is the subject of this NOFO, will fund the recruitment, selection, orientation, travel, liaison activities with natural parents, and alumni support for international and U.S. participants. This award will also fund the placement and support of U.S. participants abroad. Participant placement and support for the international participants in the United States will be conducted under separate awards. The exchanges for both cohorts will take place during the 2026-27 academic year.

The YES and YES Abroad programs strengthen U.S. national security by developing the next generation of leaders from the United States and 30 countries of strategic importance in all world regions. The YES inbound program exposes participants to American culture and values and cultivates their lifelong affinity for the United States. YES Abroad develops the cultural, linguistic, and leadership skills of American youth, making them more competitive in the workforce. YES boosts the U.S. economy because the bulk of the program funding is spent in American host communities, most often in small towns and rural areas, across all 50 states.

Post selection as one of the pre-proposals, a concept review Zoom will be held with the W.M. Keck Foundation, RDS, and the UA Foundation in January will determine which one medical research and one science and engineering concept paper will be moved to a Phase 1 Submission.

The W.M. Keck Foundation Research Program uses a three-step process for this opportunity. The first step is a Concept paper. The next steps are by the foundation’s invitation. U of A review criteria reflect previous interactions with the W.M. Keck Foundation. Proposals should focus on basic, fundamental science with broad applications. Grants range from $1 million to $5 million and are typically $2 million or less, and more specifically in the $1.2 to $1.3 million range.

The proposed work should show a significant leap forward rather than an extension of existing work.

To be considered by Keck, applicants must have a statement expressing that the project is not a good fit due to risk (rather than technical or theoretical fit) or a decline from a federal program where the summary statement or individual reviews highlight the incredible novelty, but the high-risk nature that makes it difficult to fund at the federal level.

The Science and Engineering Research Program seeks to benefit humanity by supporting high-risk/high-impact projects that are distinctive and novel in their approach to intractable problems, push the edge of their field, or question the prevailing paradigm. Past grants have been awarded to support pioneering science and engineering research and the development of promising new technologies, instrumentation, or methodologies.

The Medical Research Program seeks to advance the frontiers of medicine to benefit humanity by supporting high-risk/high-impact projects that are distinctive and novel in their approach to intractable problems, push the edge of their field, or question the prevailing paradigm. Past grants have supported pioneering biological research, basic research, and the development of promising new technologies. The Keck Foundation does NOT fund work that is clinical, applied, or translational; treatment trials; or research for the sole purpose of drug development.

Both senior and early career investigators are encouraged to apply. Team approaches, including interdisciplinary teams, are encouraged.

Countering U.S. Adversary WMD and Drone Threats in Iraq - DFOP0017268

Executive Summary
ISN/CTR’s Iraq Program works inside Iraq to target and disrupt Iran’s efforts to threaten U.S. troops and Israel, by denying Iranian-backed proxies and other terrorist groups the ability to pursue unmanned aerial systems (UAS) and weapons of mass destruction (WMD) capabilities, and by preventing UAS and chemical and biological weapons (CBW) attacks on U.S. personnel and interests in Iraq and the broader region. Through targeted engagements in Iraq and Iraqi Kurdistan, the ISN/CTR Iraq Program develops Iraqi capabilities to counter these threats by disrupting threat actor acquisition of materials, dual-use equipment, technologies, expertise, and infrastructure for the development of CBW, and supports Iraqi military forces, law enforcement, and laboratories to detect and respond to CBW attacks. Supporting Iraqi prevention and response capabilities against chemical, biological, radiological, and UAS threats provides security to U.S. personnel and allies in the region, while weakening Iran’s proxy networks, in turn creating greater leverage for the United States for negotiations on Iran’s nuclear program.
