NIH recognizes that modern physical infrastructure is necessary for the conduct of cutting-edge research or support specialized breeding operation. Dedicated space is required to house specialized equipment and to carry out experimental protocols. Equipment that enables automation and husbandry of the breeding facility, enhances modern operation, allows telemetry for field/corral monitoring, facilitates social behavioral interactions may be eligible under this NOFO. The scope of individual applications will vary and depend on the currently available infrastructure at the applicant institution, as well as the present and anticipated HIV/AIDS research needs. Requests must be justified by the needs for expanding the breeding capacity for support of HIV/AIDS research. The project, when completed, is expected to provide significant long-term cost-effective support for HIV/AIDS research, bringing the capacities and capabilities to a new level. Consequently, the applicant institution should demonstrate future-looking commitments towards the facility and HIV/AIDS research therein, by attaching a letter of support from a high-ranking institutional official.

Universities are permitted to submit one single application to General Scientific Infrastructure (GSI) support section of this FOA area per institution. 

 

The Office of Nuclear Energy (NE) mission is to advance nuclear energy science and technology to meet U.S. energy, environmental, and economic needs. NE has identified the following goals to address challenges in the nuclear energy sector, help realize the potential of advanced technology, and leverage the unique role of the government in spurring innovation:

• Keep existing U.S. nuclear reactors operating

• Deploy new nuclear reactors

• Secure and sustain our nuclear fuel cycle

• Expand international nuclear energy cooperation

Collectively, all NE-sponsored activities support the Department’s priorities to combat the climate crisis, create clean energy jobs with the free and fair chance to join a union and bargain collectively, and promote equity and environmental justice by delivering innovative clean energy technologies for nuclear energy systems.

Within Nuclear Energy University Program (NEUP), the specific goals of this Infrastructure FOA are:

• To support, maintain, or enhance the institution’s capacities to attract and teach high quality students interested in nuclear energy-related studies;

• Build the institution’s research or education capabilities; and

• Enhance the institution’s capabilities to perform R&D that is relevant to NE’s mission.

The following targeted objectives within this Infrastructure FOA will aide in achieving these goals.

(1) Upgrade and improve U.S. university nuclear research and training reactors. Upgrades for a research reactor that include the acquisition of equipment and/or instrumentation for activities related to safety, performance, control, or operational reliability. For example, equipment acquired for security/safety enhancements required by the federal/state/local regulatory agencies is permitted.

(2) Obtain equipment and instrumentation that significantly improves or expands the research, instruction, training capabilities, and/or operating capabilities related to NE program missions (e.g., utilization or handling of radiological or radioactive materials). For example, this may include radiation detection and measurement equipment.

(3) Contribute to strengthening the academic community’s nuclear engineering infrastructure.

Requests should focus on individual, discrete, definable items or capabilities. An applicant must demonstrate the educational or R&D connection between requested pieces of equipment to support the NE mission. Applications made of several uncorrelated equipment requests are not of interest. A request should not duplicate existing capabilities. The National Institute of Food and Agriculture (NIFA) is accepting applications for the Research Facilities Act Program (RFAP). This program supports the construction, alteration, acquisition, modernization, renovation, and/or remodeling of a research facility. Proposals must enhance the institution’s long-term impact on food and agricultural research and build on careful strategic planning.

RFAP seeks to strengthen the quality and expand the scope of fundamental and applied research at eligible institutions by providing them with opportunities to assist in the construction, alteration, acquisition, modernization, renovation, and/or remodeling of the facility that supports their research and research training goals.

The Equipment Grants Program (EGP) serves to increase access to shared-use special purpose equipment/instruments for fundamental and applied research for use in the food and agricultural sciences programs at institutions of higher education, including State Cooperative Extension Systems. The program seeks to strengthen the quality and expand the scope of fundamental and applied research at eligible institutions, by providing them with opportunities to acquire one shared-use piece of equipment/instrument that supports their research, research training, and extension goals and may be too costly and/or not appropriate for support through other NIFA grant programs. EGP grants are not intended to replace requests for equipment in individual project applications. The program emphasizes shared-use instrumentation that will enhance the capabilities of researchers, educators, and extension specialists both within and outside the proposing organization.

Proposals to the EGP must involve acquisition of a single, well-integrated piece of equipment/instrument. Well-integrated means that the ensemble of equipment that defines the instrument enables specific fundamental or applied research experiments in the food and agricultural sciences, including data science and data systems; separating or removing an element or component of such an integrated instrument would preclude that research from occurring or succeeding. An instrument acquired with support from EGP is expected to be fully operational by the conclusion of the first year of the project.

NIH 2024 S10 Instrumentation Programs: Shared Instrumentation Grant Program (SIG) & High-End Instrumentation Grant Program (HEI)

ORIP's S10 Instrumentation Grant Programs support purchases of state-of-the-art commercially available instruments to enhance research of NIH-funded investigators. Instruments that are awarded are typically too expensive to be obtained by an individual investigator with a research project grant. Every instrument awarded by an S10 grant is to be used on a shared basis, which makes the programs cost-efficient and beneficial to thousands of investigators in hundreds of institutions nationwide.

To be eligible for an S10 award, an institution must identify three or more principal investigators with active NIH research awards who demonstrate a substantial need for the requested instrument. Matching funds are not required. Types of instruments supported by S10 funding include, but are not limited to, X-ray diffraction systems, nuclear magnetic resonance (NMR) and mass spectrometers, DNA and protein sequencers, biosensors, electron and confocal microscopes, cell-analyzers, and biomedical imagers.

There is no restriction on the number of applications an institution can submit to the SIG and/or High-End HEI Grant Programs. However, institutional internal coordination is required for concurrent SIG or HEI applications to verify each proposal is requesting different types of equipment.

Thus, only one C06 Biomedical Research Facility active award per institution would be allowed at any given time.

Application budgets are not limited but need to reflect the actual needs of the proposed project. The maximum award budget from Federal funds is $8,000,000 direct cost. Applications with a budget less than $3,000,000 direct cost will not be considered. Since the scope of different projects will vary, it is anticipated that the size of the awards will vary.
