Small Business Contracting Plans

Federal contracts (acquisition funds) exceeding $750,000 require a Small Business Subcontracting Plan (SBSP) to ensure small businesses receive the maximum practicable opportunity to participate (see https://www.ecfr.gov/cgi-bin/text-idx?node=pt45.1.75#sp45.1.75.f ). The University of Arizona's Small Business Utilization Program (SBUP) Manager (SBUM) provides assistance in the preparation and development of a subcontracting plan during the Preaward stage and with contract renewals.

The University of Arizona has a Master Small Business Subcontracting Plan certified through the Office of Naval Research (ONR) and is applicable for both new applications and renewals to all federal agencies, except for the Department of Health & Human Services. DHHS has its own Small Business Subcontracting Plan. Only the SBUM is authorized to provide and sign the two Small Business Subcontracting Plans on behalf of the University of Arizona.

Prior to meeting with SBUM, please have a final budget with a list of materials (or other potential subcontracted goods or services) required for the completion of the project available.
