For FY 2026, an eligible institution may only submit two applications to this program as a lead institution and only one award will be made per lead institution. Prospective applicants/project directors are advised to contact their institutional office of research regarding processes used to select proposals for submission. To receive an award in FY 2026, the lead institution may not have received more than two (2) USDA-NIFA EGP awards as lead institution in the previous two (2) EGP funding cycles.

Executive Summary 
The Equipment Grants Program (EGP) serves to increase access to shared-use special purpose equipment/instruments for fundamental and applied research for use in the food and agricultural sciences programs at institutions of higher education, including State Cooperative Extension Systems. The program seeks to strengthen the quality and expand the scope of fundamental and applied research at eligible institutions by providing them with opportunities to acquire one shared-use piece of equipment/instrument that supports their research, research training, and extension goals that may be too costly and/or not appropriate for support through other NIFA grant programs. The program emphasizes shared-use instrumentation that will enhance the capabilities of researchers, educators, and extension specialists both within and outside the proposing organization.

Applications for research capacity building in Institutional Development Award (IDeA)-eligible states will be considered.

The Major Research Instrumentation (MRI) Program (MRI Program Website) serves to increase access to multi-user scientific and engineering instrumentation for research and research training in our Nation's institutions of higher education and not-for-profit scientific/engineering research organizations. An MRI award supports the acquisition of a multi-user research instrument that is commercially available through direct purchase from a vendor, or for the personnel costs and equipment that are required for the development of an instrument with new capabilities, thereby advancing instrumentation capabilities and enhancing expertise for instrument design and fabrication at academic institutions. MRI instruments are, in general, too costly and/or not appropriate for support through other NSF programs.

MRI provides support to acquire critical research instrumentation without which advances in fundamental science and engineering research may not otherwise occur. MRI also provides support to obtain next-generation research instruments by developing instruments with new capabilities that open new opportunities to advance the frontiers in science and engineering research. Additionally, an MRI award is expected to enhance research training of students who will become the next generation of instrument users, designers and builders.

An MRI proposal may request from NSF up to $4 million for either acquisition or development of a research instrument. Each performing organization may submit in revised "Tracks" as defined below, with no more than two (2) submissions in Track 1 and no more than one (1) submission in Track 2. For the newly defined Track 3, no more than one (1) submission per competition is permitted.  As a result, it is now possible for an institution to submit up to four MRI proposals within the Track limits as described above.

Cost sharing requirements for new awards in the MRI Program are waived for a period of 5 years beginning with the FY 2023 MRI competition. Institutional submission limits for Track 1, Track 2 and Track 3 proposals remain.

The MRI Program especially seeks broad representation of groups, institutions, and geographic regions that are underrepresented in STEM disciplines. Proposals from women, underrepresented minorities, persons with disabilities and early-career PIs are encouraged, as are proposals that benefit early-career researchers and proposals with PIs from geographically underserved regions, including EPSCoR jurisdictions. Additionally, proposals are encouraged from under-resourced institutions, including from emerging research institutions, where MRI can significantly build capacity for research

The Office of Nuclear Energy (NE) mission is to advance nuclear energy science and technology to meet U.S. energy, environmental, and economic needs. DOE intends to facilitate the education and training of nuclear scientists, engineers, and policy-makers through graduate and undergraduate study, two-year programs, and R&D that is relevant to the Department and the U.S. nuclear energy industry in general. Within Nuclear Energy University Program (NEUP), the specific goals of this Infrastructure FOA are: 

• To support, maintain, or enhance the institution’s capacities to attract and teach high quality students interested in nuclear energy-related studies;
• Build the institution’s research or education capabilities; and
• Enhance the institution’s capabilities to perform R&D that is relevant to NE’s mission.

ORIP's S10 Instrumentation Grant Programs support purchases of state-of-the-art commercially available instruments to enhance research of NIH-funded investigators. Instruments that are awarded are typically too expensive to be obtained by an individual investigator with a research project grant. Every instrument awarded by an S10 grant is to be used on a shared basis, which makes the programs cost-efficient and beneficial to thousands of investigators in hundreds of institutions nationwide.

S10 awards are made to domestic public and private institutions of higher education, as well as nonprofit domestic institutions, such as hospitals, health professional schools, and research organizations. To be eligible for an S10 award, an institution must identify three or more principal investigators with active NIH research awards who demonstrate a substantial need for the requested instrument.

Awards are issued for 1 year, and matching funds are not required. However, ORIP expects institutions that compete for S10 awards to provide an appropriate level of support for the associated infrastructure, such as the space to house the instrument, technical personnel, and post-award service contracts for instrument maintenance and operation.

Types of instruments supported by S10 funding include, but are not limited to, X-ray diffraction systems, nuclear magnetic resonance (NMR) and mass spectrometers, DNA and protein sequencers, biosensors, electron and confocal microscopes, cell-analyzers, and biomedical imagers.

Active RFPs are: 

• Basic Instrumentation Grant Program (BIG) – UArizona is not eligible to apply to this funding program
• Shared Instrumentation Grant Program (SIG) – The SIG Program funds grant awards in the $50,000 to $600,000 range.
• High-End Instrumentation Grant Program (HEI) – The HEI Program funds grant awards in the $600,001 to $2,000,000 range.
   

There is no restriction on the number of applications an institution (as identified by a specific Unique Entity Identifier (UEI) can submit to the companion funding opportunities (Shared Instrumentation Grants (SIG) and/or High-End Instrumentation (HEI) Grant Programs) each year, provided the applications request different types of equipment. Concurrent BIG, SIG or HEI applications for the same instrument (or the same type of instrument with added special accessories – for example, to meet the HEI budget requirement) are not allowed unless documentation from a high-level institutional official is provided, stating that this is not an unintended duplication, but part of a campus-wide instrumentation plan. Applicants are advised to discuss with the BIG Scientific/Research Contact (Section VII) potential duplicates before submitting two applications for the same type of instrument. A single application requesting more than one type of instrument (for example, a spectrometer and a microscope) is not responsive to this FOA and will not be reviewed.

Proposals to the EGP must involve acquisition of a single, well-integrated piece of equipment/instrument. Well-integrated means that the ensemble of equipment that defines the instrument enables specific fundamental or applied research experiments in the food and agricultural sciences, including data science and data systems; separating or removing an element or component of such an integrated instrument would preclude that research from occurring or succeeding. An instrument acquired with support from EGP is expected to be fully operational by the conclusion of the first year of the project.
