Scott Campbell is president of the Howard Baker Forum and a senior strategic advisor at Baker Donelson. As a recognized expert in energy policy, global trade and technology-driven security issues, he leads major initiatives on cybersecurity and data privacy in Europe, nuclear energy cooperation with Japan, and foreign investment in the U.S. tech and energy sectors. He has served on the Secretary of Energy Advisory Board and currently advises the Indo-Pacific Centre.

For more than two decades, Campbell has counseled senior leaders in Japan’s government and industry, co-produced high-level energy conferences, and contributed commentary for Nippon Hōsō Kyōkai (Japan Broadcasting Corporation) and National Public Radio. He collaborates with organizations such as the Atlantic Council and Chatham House on emerging technology and security trends and has been a strong advocate for clean energy innovation, organizing national summits and bipartisan policy programs.

Earlier in his career, he co-founded Washington Policy and Analysis, served as director of the Department of Energy Office of Policy, Planning and Analysis, and worked as a federal prosecutor and energy industry executive. He holds degrees from Texas Christian University, George Washington University and Southern Methodist University's Dedman School of Law.
