Julia Phillips
Julia M. Phillips is a materials scientist. During 20 years at Sandia National Laboratories, she led multiple organizations and served as vice president and CTO. In her early career at AT&T Bell Laboratories, she researched thin film epitaxial electronic materials and complex oxides. Phillips is currently active in advising the federal government and research organizations, communicating about science and engineering and its national importance to diverse audiences, and mentoring individuals and groups at diverse career and life stages.
She is a member of the National Science Board (2016-2028) and chairs the committee on science and engineering policy, overseeing the biannual publication of Science and Engineering Indicators, a data-rich review of science and engineering in the U.S. and its position in the global S&E enterprise. Other recent activities include serving on the recent National Academies study, “Simplifying Research Regulations and Policies: Liberating American Science” (working title) and as vice chair of the NSB report “National Science Foundation Merit Review for a Changing Landscape 2025.”
