Welcome to ROAR

ROAR is a monthly newsletter from Sponsored Projects Services (SPS) and the Office of Research Contracts (ORC) to outline upcoming deadlines, provide tips and tricks, system updates, and other information relevant to Research Administration.

Who is ROAR? 

ROAR is developed by a Newsletter Committee comprised of members of SPS and ORC to cover the various areas and topics of Research Administration. Although this committee handles the overall writeup and design, the ROAR newsletter is the result of the effort and dedication of individuals within SPS, ORC, and campus Research Administrators that assist with content suggestions, text development, and editing. 

The Committee itself consists of volunteering members of SPS and ORC that take the lead on representing their respective specialties.

Gallery: U.S. Fleet Forces Command Tours University of Arizona

Admiral Daryl Caudle, commander of U.S. Fleet Forces Command, led a delegation to the University of Arizona campus on Tuesday, Jan 30. Inside the new Applied Research Building, UArizona faculty and staff demonstrated the university’s innovative advancements in national security, hypersonics, semiconductors, data, space domain awareness and quantum.

ARB is a highly specialized, one-of-a-kind, 89,000-square-foot facility that pairs new applied research capabilities with state-of-the-art equipment and technology and brings together several interdisciplinary university programs under one roof.

Elliott Cheu, interim senior vice president of research and innovation, convened a conversation with representative university leaders to provide the delegation with an overview of research and workforce training highlights. Participants included:

Prior to the discussion, the delegation toured the ARB, which serves as a world-class test and integration center for satellites, spacecraft and other scientific equipment, including a 40-ton thermal vacuum chamber that can replicate conditions in outer space. The chamber is the largest of its kind at any university in the world.

Mark Matsuko, director of operations and facilities for the ARB, led the tour through key features such as: a 40-foot-tall, high-bay payload assembly area for constructing high-altitude stratospheric balloons and nanosatellites known as CubeSats; a non-reflective, echo-free room called an anechoic chamber to test antennae for command, control and data relay purposes; and a large lab for testing the performance of a wide range of objects, from airplane wings to sensors.

Michael Lesser, director of the University of Arizona Imaging Technology Laboratory, opened his lab in the ARB to the delegation and answered questions. Lesser, who earned his Ph.D. from the university, also serves as a senior research scientist at Steward Observatory.

ARB contains a Missions Operations Center, which allows scientists and engineers to carefully monitor and command spacecraft and balloons after launch. Equipped with all the necessary capabilities to manage a mission from the ground, the center can conduct mission operations for certain NASA missions.

“The research and education happening throughout this building will provide unique capabilities for the university and allow for expansion of industry and advanced manufacturing partnerships. This will increase our ability to turn discoveries into real-world solutions and train future leaders so they are well-prepared to enter an increasingly competitive workforce,” said Cheu. “We are grateful to Admiral Caudle and his team for their interest in learning more about the innovative work happening at the University of Arizona.”

Subawards Intake Beta Testing

Subawards Intake 

The Office of Research Contracts has devised a new and improved intake process to replace the current email-based submission process with Smartsheet. On August 1st, 2023, this will be the required mechanism for submitting new subawards and subaward modifications. Until then you may use either the current email-based submission process or the Subaward Intake Smartsheet (SIS).

Until August 1, 2023, the SIS will include an option to ignore intake if the submission is for testing only, to enable people to try out the new form before it becomes required.

 

How to Submit a New Subaward Request
  1. Get organized! Once you start entering your Subaward Intake Smartsheet (SIS), the form cannot be saved, only submitted.
  2. Include required attachments. The following documents are required for a new subaward request:

Note: Missing or incomplete documents may delay processing of the new subaward.

  1. Initiate the requisition in UA Financials before submitting your new subaward request. Be prepared to add the eDoc number in your request form.

How to Submit a Subaward Modification

  1. Get organized! Once you start entering your Subaward Intake Smartsheet (SIS), the form cannot be saved, only submitted.
  2. Include required attachments. Your modification request determines what attachments you should provide.
  • Do you have a new or revised budget? Attach it.
  • Do you have a new or revised scope of work? Attach it.
  • Are there programmatic changes like a change of PI? Include the Programmatic Details form signed by the PI. 
  1. Do not initiate the Purchase Order Amendment (POA) until the assigned negotiator asks for it. A POA in UAccess Financials will prevent invoice payments from being processed.

Subaward Business Processes

Outgoing subawards cannot be processed until the sponsoring award has been fully processed by Postaward and the account has an Active status. In addition, the subrecipient must be an active vendor in UA Financials to initiate the requisition for the subaward.

Likewise, a subaward modification cannot be processed until any required sponsoring award modifications have been fully processed by Postaward. A subaward's Period of Performance (POP) cannot occur outside the sponsoring award's obligation start and end dates.
